Looking at the properties for an Attachment rule, it is unclear what is the difference between Mandatory Status and the Attachment Inclusion Rule.
Please explain.

The Attachment Inclusion Rule, on the Rule tab (shown below), defines whether the attachment is prompted for. If it's included, the user will be prompted, otherwise this attachment type will not appear at all.

The Mandatory Status (shown below) determines whether the particular attachment (once it has been included via the above rule) is a mandatory or optional attachment.

        • Mandatory - the user must provide an attachment, or they won't be able to complete the submission until they have provided an attachment.

        • Optional - the user is prompted for an attachment, but they can decide whether they want to provide it or not.
